Water Testing for FSSAI, BIS and Workplace Compliance in India
Water testing is the laboratory analysis of a water sample against a prescribed standard — IS 10500 for drinking water, IS 14543 for packaged drinking water, IS 13428 for natural mineral water, and IS 4251 for water used in the processed food industry. For food businesses it is a compliance document, not a convenience: a potability report is part of the FSSAI manufacturing licence pack and is expected to be kept current thereafter.
Two separate regimes apply depending on what you do with the water. A food manufacturer using water as an ingredient or in cleaning tests for potability against the applicable standard. A packaged drinking water or mineral water plant is in a much heavier regime — BIS certification is compulsory for those products, and FSSAI issued a scheme of testing, operative from January 2026, prescribing monthly, quarterly and six-monthly testing of product, source water and packaging material through FSSAI-notified NABL-accredited laboratories.

What is water testing and which standard applies?
Water testing measures physical, chemical, microbiological and, for some categories, virological and parasitological parameters against a written specification. The specification is not universal — the same borewell can pass one standard and fail another, because the limits and the parameter list differ by intended use.

FSSAI publishes a manual of methods of analysis for water, and permits recognised international methods from bodies such as ISO, APHA, ASTM, AOAC, EPA and EN after in-lab verification. Where a result is disputed, the methods in the relevant Indian Standard act as the referee methods.
Who needs a water test report?
- Food manufacturers and processors applying for an FSSAI State or Central licence
- Packaged drinking water and mineral water plants, under both BIS and FSSAI regimes
- Dairy, beverage, bakery and confectionery units using water as an ingredient
- Restaurants, hotels, canteens and central kitchens serving water or using it in preparation

- Bottling and co-packing operations, including contract manufacturers
- Factories and offices required to provide potable water to workers
- Hospitals, schools, hostels and institutional kitchens
- Housing societies and commercial complexes running their own tanks and borewells
- Any business that has changed its water source, added a treatment plant or reopened after a shutdown
Basic registration holders are usually not asked for a water report at application, but hygiene requirements still oblige them to use potable water. The obligation to use safe water exists independently of the obligation to prove it on paper.
How often should water be tested?
For ordinary food manufacturing, the working discipline is a potability test at licence application and then at a regular interval — commonly six-monthly, tracking the product testing cycle — plus an unscheduled test whenever something changes.

Packaged drinking water and mineral water manufacturers follow a much denser schedule. Under the FSSAI scheme of testing operative from 1 January 2026, source water must be tested for all prescribed parameters before use, product testing runs on a monthly basis for microbiological parameters with chemical and comprehensive parameters at longer intervals, packaging material is tested at prescribed frequencies including migration testing, and testing frequency increases after a failure. Any change of packaging supplier triggers fresh testing.
What parameters are tested in a water sample?
A potability test is a grouped panel rather than a single measurement. The four groups below cover most food-sector requirements; mineral and packaged water add radiological and, for some categories, virological and parasitological requirements.
- Organoleptic and physical — colour, odour, taste, turbidity, pH, total dissolved solids
- General chemical — total hardness, alkalinity, chlorides, sulphates, nitrates, fluoride, iron, manganese, residual chlorine, ammonia
- Toxic substances — lead, arsenic, cadmium, mercury, chromium, nickel, barium, selenium, cyanide, pesticide residues, polychlorinated biphenyls, trihalomethanes
- Microbiological — total coliforms, E. coli or thermotolerant coliforms, total plate count, Pseudomonas aeruginosa for packaged water
- Additional for packaged and mineral water — radioactive residues, and where specified virological examination and parasites such as Cryptosporidium and Giardia
IS 10500 expresses most chemical limits as an acceptable limit and a permissible limit in the absence of an alternate source. That second column is a concession, not a target — a report sitting inside the permissible band but outside the acceptable one is a signal to treat the water, and a buyer audit will read it that way.
Which laboratory should test your water?
For FSSAI purposes the laboratory should be NABL-accredited to ISO/IEC 17025 and notified by FSSAI, with water inside its accredited scope. The packaged water scheme of testing states this expressly: parameters are to be tested from an FSSAI-notified, NABL-accredited laboratory.

A general environmental laboratory can often test water competently, but if it is not notified for food purposes the report may not be accepted for a licence application. Ask the question before paying, not after.
How should a water sample be collected?
Bad sampling produces bad results in both directions. Microbiological samples in particular are easy to contaminate at the tap, and a false positive costs as much investigation as a real one.

- 3.Clean and flush the tap, running water for the period the laboratory advises
- 4.Do not rinse a sterile microbiological bottle with the sample water
- 5.Fill without touching the inner surface of the bottle or cap
- 6.Leave the prescribed headspace and seal immediately
- 7.Label with the location, source type, date and time of collection and the sampler's name
- 8.Transport under cold chain and deliver within the holding time the laboratory specifies
- 9.Sample each source and each treatment stage separately if you want to locate a problem
- 10.Keep a record of the sampling points on a simple site diagram so results are comparable over time
How is the water report used in an FSSAI licence application?
For manufacturing categories on Form B, the potability report is uploaded as part of the document pack. The Licensing Authority reads it against the standard, checks that it covers the water actually used in the process, and looks at how recent it is.
Three failure modes recur. The report is old, so it no longer evidences current water quality. The report is against the wrong standard, so the limits do not match the use. Or the report covers a municipal supply while the unit actually runs on a borewell, so it describes water the factory does not use. All three can be fixed before filing.
After grant, keep the report with the licence file. It is among the first documents a Food Safety Officer asks for during inspection, alongside the six-monthly product test reports covered in food testing.
What does water testing cost?
Cost scales with the parameter count and with how difficult the parameters are to measure. A basic potability panel is inexpensive; a full IS 10500 or IS 14543 panel including toxic substances, pesticide residues and radiological parameters is several times that.

What happens if a water sample fails?
- 1.Identify whether the failure is microbiological, chemical or physical — the remedies are different
- 2.Stop using the source for food contact until the position is clear
- 3.Resample carefully to rule out contamination at the tap or in transit
- 4.For coliform failures, inspect tanks, pipelines, cross-connections and disinfection practice
- 5.For chemical failures, look at the aquifer, the treatment train and the storage material
- 6.Clean and disinfect tanks and lines, then verify with a fresh test rather than assuming
- 7.Where the source itself is unfit, install appropriate treatment — RO, UV, softening or filtration — sized to the parameter that failed
- 8.Retest after treatment and keep both reports to evidence corrective action
- 9.Record the incident and the fix in the food safety management plan
- 10.Increase testing frequency for a period after any failure
Chlorination or a UV lamp will not fix arsenic, fluoride or hardness, and a softener will not fix coliforms. Matching the treatment to the failing parameter is the whole point of testing before buying equipment.
How does water testing relate to BIS certification?
Packaged drinking water and natural mineral water are among the products under compulsory BIS certification, so a plant cannot lawfully manufacture or sell them without a BIS licence to use the Standard Mark in addition to its FSSAI licence. Testing under the BIS scheme of inspection and testing is part of that licence, and it sits alongside, not instead of, the FSSAI scheme of testing.
The practical consequence is two testing calendars and two sets of records for the same plant. Businesses that build one combined schedule covering both regimes avoid duplicate sampling. The BIS side is covered in BIS certification.
