A fire licence — more accurately a fire no-objection certificate or fire safety certificate — is the clearance issued by the state fire service confirming that a building and its fire protection systems meet the prescribed fire and life safety requirements. It is a premises clearance, not a trade approval. It certifies the building and its installed systems — exits, staircases, hydrants, sprinklers, detection, alarms, pumps, water storage, emergency lighting and signage — rather than the business operating inside. Change the occupancy or add floors and the clearance needs to be revisited even though the business has not changed.

Who needs a fire NOC?

Three independent tests are usually in play — height, occupancy type and area — and meeting any one of them can bring you into the requirement.
