RCMC Registration for Exporters (Registration Cum Membership Certificate)

An RCMC is the certificate that records you as a registered member of the export promotion body responsible for your product. It is issued not by the Directorate General of Foreign Trade itself but by an Export Promotion Council, commodity board, or development authority — and it is what the Foreign Trade Policy looks for before granting most authorisation-based export benefits.

You do not need an RCMC to export. You need it to claim. An exporter with an Import Export Code and a GSTIN can ship goods perfectly lawfully; the moment they want an Advance Authorisation, an EPCG authorisation, or a concessional-duty scheme that the Policy conditions on council membership, the RCMC becomes the blocking document. Since April 2022 the whole process runs on the DGFT common digital platform through the e-RCMC module rather than at each council's own counter.

What is an RCMC?

A Registration Cum Membership Certificate certifies that an exporter is registered with, and a member of, the authority designated for the product line it declares as its main line of business. Around two dozen Export Promotion Councils and a set of commodity boards and development authorities act as registering authorities, each covering a defined product basket, and the Foreign Trade Policy schedules them in its appendices.

The certificate does two things at once, which is why the name is clumsy. It is a registration for Policy purposes — proof to DGFT and customs that you belong to the right body — and it is a membership of a trade organisation that runs buyer-seller meets, trade delegations, market intelligence, and sector representation. Exporters usually buy it for the first reason and only later discover the second is worth something.

The certificate is issued electronically and flows back into your IEC profile on the DGFT portal, so DGFT and customs can see it against your code without you producing a copy. It is exporter-facing only — importers do not hold one.

Is RCMC mandatory for exporters?

There is no general rule that every exporter must hold one. What the Policy does is condition specific benefits on having a valid RCMC from the appropriate council, which makes it mandatory in effect for anyone whose business model depends on those benefits.

Broadly, the authorisation-based schemes — Advance Authorisation, Export Promotion Capital Goods, duty-free import authorisations and similar concessional-duty routes — are where the Policy prescribes an RCMC. The post-export remission schemes such as RoDTEP, RoSCTL, and duty drawback are generally claimable without one. Published guidance on this differs in places and the Policy is amended periodically, so confirm the requirement for the specific scheme and product before assuming either way.

Separately, some product sectors are closely regulated by their own board, and in those lines registration with the board is effectively a condition of exporting at all rather than merely of claiming a benefit. Agricultural and processed foods, marine products, spices, and tea are the familiar examples.

What does an RCMC get you?

Which export promotion council should you register with?

You register with the council concerned with your main line of business, which you declare in the application. Declare the main line of business honestly. Registering with a council that does not cover your principal product is a recurring cause of a benefit claim being questioned later, long after the certificate itself was issued without objection.

What if you export multiple products or one no council covers?

Two situations are handled the same way. If your export product is not covered by any council or board, and if you are a genuine multi-product exporter with no settled principal line, you can obtain the RCMC from the Federation of Indian Export Organisations, which functions as the general-purpose registering authority.

A multi-product exporter with a clear dominant product is usually better off registering with that product's council, because the sector-specific support and the scheme fit are better. The federation route is for genuinely diversified baskets, uncovered lines, and service exporters.

There are also special arrangements for exporters based in the North-Eastern states and in Jammu and Kashmir. If you are located there, ask before filing — the applicable authority may not be the one your product would otherwise point to.

What are the prerequisites for an RCMC application?

The IEC profile is the step most often skipped. The application pre-fills from it, so an out-of-date profile produces a certificate carrying the wrong address or the wrong authorised signatory — which then needs an amendment. Update the profile first if the entity has moved, changed directors, or changed its bank.

Councils differ in what they ask for beyond the core set, particularly on export performance evidence and manufacturer status. Because the fee slab and the membership category often turn on those figures, get them right rather than approximate.

How to apply for RCMC on the DGFT portal?

Electronic filing through the common platform has been mandatory since 1 April 2022, so an application made directly to a council outside the portal is not the route any more. Some councils still collect part of their fee outside the platform, which is why the form has a field to declare it.

How long is an RCMC valid?

An RCMC is issued for five financial years. The validity is reckoned from 1 April of the licensing year in which it is issued and runs to 31 March of the fifth financial year, unless the certificate specifies otherwise.

That back-dating is the practical quirk. Because the clock starts on 1 April regardless of when the certificate is issued, an RCMC taken out late in a financial year loses the elapsed months. Where your export plans allow the choice, applying early in a financial year gets you more term for the same fee.

Several councils also levy their membership fee annually across the five-year term rather than once. Holding a certificate that is valid on paper while the annual subscription is unpaid is a position worth avoiding, so confirm your council's fee pattern at the outset.

How do you renew an RCMC?

Renewal runs through the same e-RCMC module. You log in, open the renewal option, and the form pre-populates from the issuance or the latest amendment on record; you verify and update the particulars, refresh export performance and turnover figures, upload what the council asks for, pay, sign, and submit.

Do not let it lapse. A benefit claim made while the certificate is expired is exposed even if the underlying export was genuine, and portal guidance has at times restricted the renewal option to certificates that have actually expired. Treat expiry as a hard date and plan around your council's practice rather than a generic rule.

When do you need to amend an RCMC?

An amendment application, separate from renewal, is filed whenever the particulars on the certificate stop matching reality. The expectation is that it is filed when the change happens — commonly within a month — not deferred to the next renewal.

  • Change of registered or operating address
  • Change in constitution, such as a firm converting to an LLP or a company
  • Change in directors, partners, or the authorised signatory
  • Addition or removal of products, or a change in the main line of business
  • Change in bank account or GST particulars
  • Change in MSME status or acquisition of status-holder recognition

Correct the source record before the RCMC. A name or address change has to be reflected in the IEC profile and, where relevant, in GST records and on ICEGATE too — amending the certificate alone leaves three systems disagreeing, which is exactly what stalls a scheme application.

How much does RCMC registration cost?

There is no single fee. Each council and board sets its own schedule, and many scale it by export turnover, by membership category, or by whether you are a manufacturer or a merchant exporter, with concessions in several councils for MSMEs.

How long does RCMC registration take?

Once a complete application is submitted and the fee is paid, most councils process within a matter of working days and issue the certificate digitally through the portal. The registering authority can also mark the application deficient and call for more information, documents, or additional fees, which restarts the clock on your response.

The variable is almost never the council. It is whether your IEC profile is current, whether the export performance figures can be substantiated, and whether the constitution documents match the entity that holds the IEC. We reconcile those before filing rather than answering a deficiency notice afterwards.

  • Manufacturer status claimed without a manufacturing licence or industrial registration
  • Entity name, PAN, or constitution differing between the IEC, GST records, and the uploaded documents
  • Authorised signatory not covered by a board resolution or authority letter
  • Digital signature expired, or in a name other than the authorised signatory's
  • Fee paid for the wrong slab or category, so the council calls for the difference
  • Renewal attempted outside the window the council entertains, or after a long lapse
