Basic registration is the lightest of the three approvals under Section 31 of the FSS Act, 2006. It recognises a petty food business operator on the food safety register without subjecting them to the full licensing scrutiny applied to larger manufacturers and chains. The application is Form A, it is filed on the Food Safety Compliance System (FoSCoS) portal, and it is processed by the district Registering Authority rather than a State or Central Licensing Authority.
Registration is not a lesser-quality approval. How long does FSSAI registration take?
A clean Form A application is commonly decided in roughly 7 to 15 days. The Registering Authority may seek clarification, in which case the clock effectively restarts from your reply, and may inspect the premises before granting. Applications routed through the fast-track scheme for eligible categories are decided far quicker.
The most common causes of delay are a kind of business that does not match the actual activity, a premises document in a different name from the applicant, and an unreadable scan. All three are avoidable before filing.
How long is FSSAI basic registration valid?
This is the biggest practical change from the 2026 amendment. Registrations and licences granted under the revised framework carry perpetual validity instead of a fixed one-to-five-year term, subject to payment of the annual fee and continued compliance with the conditions of registration.
Perpetual does not mean unconditional. The registration stays alive only while the annual fee is paid, the declared particulars remain accurate and the business passes risk-based inspection. Non-payment or a material undeclared change can still lead to suspension or cancellation.

What is the 14-digit FSSAI registration number?
Every registration and licence generates a 14-digit number that encodes the tier, the year of issue, the state code, the issuing authority and a serial for the premises. It is premises-specific: two outlets need two numbers even under one owner.
The number is what consumers, aggregators and inspectors verify on the public FoSCoS licence check facility. Labelling regulations require it on packaged food, and platforms increasingly validate it against the register before letting a seller list. A number that does not resolve on FoSCoS is treated as no number at all.
Do home bakers, cloud kitchens and online food sellers need FSSAI registration?
Yes. Selling food for money makes you a food business operator whether the order arrives over WhatsApp, Instagram, a delivery app or across a counter. The absence of a shopfront changes nothing; the kitchen address becomes the registered premises, and a residential address is acceptable where the local body permits food preparation there.
Food delivery and marketplace platforms require a valid FSSAI number at onboarding and generally suspend listings when it lapses. Note also that businesses classed as specified e-commerce food operators are pushed to Central licensing regardless of turnover — being an ordinary seller on a platform is different from operating the platform.
Exporting food, or importing it for sale, cannot be done on a basic registration at all. Those activities require a Central licence plus an import export code.
What is the penalty for running a food business without FSSAI registration?
Section 63 of the FSS Act penalises manufacturing, selling, storing, distributing or importing food without the required registration or licence. Following the Jan Vishwas (Amendment of Provisions) Act, 2023, the provision was recast with effect from 1 August 2024 into a monetary penalty which may extend to ₹10 lakh, replacing the earlier structure of imprisonment up to six months plus a fine up to ₹5 lakh.
Separate heads bite independently of the licensing offence: substandard or misbranded food, unhygienic processing, misleading advertising and failure to comply with a Food Safety Officer direction each carry their own penalty, and unsafe food causing injury remains a serious offence. Adjudication is by the Adjudicating Officer, with appeal to the Food Safety Appellate Tribunal.
Penalty levels are amended periodically and enforcement practice varies by state, so treat the figures as the current statutory ceiling rather than a prediction of what any particular proceeding will yield.
When should you upgrade from registration to a licence?
The trigger is whichever comes first: turnover crossing the registration ceiling, or a change in activity that FSSAI reserves for licensing. Opening a second state, starting to import, beginning exports, moving into nutraceuticals or taking on contract manufacturing for other brands all shift the tier irrespective of revenue.
Under the reformed framework, category migration on turnover is designed to happen through FoSCoS on the basis of self-declaration, without a change in the 14-digit number and without a modification fee. That is a meaningful simplification, but it depends on your declaration being accurate and timely — operating on a registration while actually running a licence-tier business is the same offence as operating with nothing.
