Food Testing for FSSAI Compliance in India
Food testing is the laboratory analysis of a food product against the standards, limits and contaminant ceilings set under the Food Safety and Standards Act, 2006 and the regulations made under it. For a licensed food business it is not optional: the conditions of licence require testing of relevant chemical and microbiological contaminants at least once in six months, and the reports are uploaded on the FoSCoS portal.
Where the test is done matters as much as whether it is done. FSSAI notifies laboratories under Section 43 of the Act, and notification is available only to laboratories already accredited to ISO/IEC 17025 by NABL or an equivalent accreditation body. NABL accreditation alone does not make a report acceptable for regulatory purposes — for licence applications, product approvals and enforcement samples the laboratory must also be FSSAI-notified for the relevant scope.

What is food testing under the FSS Act?
Food testing is the analytical verification that a product meets the identity standards, additive limits, contaminant ceilings, microbiological criteria and labelling claims prescribed under the FSS regulations. The methods are drawn from FSSAI manuals of methods of analysis, with internationally recognised methods from bodies such as ISO, AOAC, APHA, ASTM, EPA and EN permitted after in-lab verification.
Testing serves three separate purposes, and they are often confused. Regulatory testing satisfies a condition of licence or supports an application. Enforcement testing is the analysis of a sample lifted by a Food Safety Officer. Internal quality testing is what a manufacturer runs on incoming material and finished batches to protect itself. All three can use the same laboratory, but only the first two require FSSAI notification.
When is food testing mandatory for a food business?

The six-monthly obligation sits in the conditions of licence rather than in Schedule 4, and it is framed on risk: "as frequently as required on the basis of historical data and risk assessment", with six months as the floor. A high-risk product with a history of deviations needs more frequent testing than the minimum.
What is the six-monthly testing requirement?
Licensed manufacturers, repackers and relabellers must test relevant chemical and microbiological contaminants in their products at least once in six months, through their own laboratory, a NABL-accredited laboratory or an FSSAI-notified laboratory.
FSSAI has aligned the two windows to the financial year — the first half from April to September and the second from October to March — and clarified that the gap between the two tests should not be less than three months. Businesses granted a fresh licence in the closing month of a half-year have historically been exempted from testing for that period.
Reports are then uploaded or linked on FoSCoS for the relevant half-year, product by product against the endorsed product list, and are generally expected within about a month of the half-year closing. Where the test was done at an FSSAI-notified laboratory, the report can be pulled directly using the sample report number from the FSSAI laboratory network portal instead of uploading a PDF. Timelines for upload are administered by order, so confirm the current date each cycle.

The practical rule: for anything you will show a regulator, use a laboratory that is both NABL-accredited and FSSAI-notified, and check that the notified scope actually covers the parameters you need. Notification follows the accreditation scope, so a laboratory notified for microbiology is not automatically notified for pesticide residues.
How do you verify that a laboratory is FSSAI-notified?

A withdrawn or suspended NABL accreditation takes the FSSAI notification with it. That is why the check should be at the time of booking, not once at onboarding.
What parameters are tested in a food sample?
The parameter set is driven by the product category and by the risk profile of the process. A test plan built by copying another company's report is the single most common cause of paying for the wrong test.
- Identity and compositional standards — fat, protein, moisture, acidity, ash, added matter
- Microbiological criteria — total plate count, coliforms, E. coli, Salmonella, Listeria, yeast and mould
- Heavy metals — lead, arsenic, cadmium, mercury, tin where relevant
- Pesticide residues and antibiotic residues, particularly in agricultural and animal products
- Mycotoxins — aflatoxins, ochratoxin A in nuts, spices, cereals and dried produce

How do you build a food testing plan?
- 1.List every product endorsed on your FSSAI licence — the plan is per product, not per factory

- 4.Fix the parameter set per product from the standard plus that hazard analysis

How is a food sample drawn and sent to a laboratory?
Sampling discipline decides whether a result is defensible. Take the sample from finished, saleable stock rather than a specially made batch, in original sealed packaging where possible, in the quantity the laboratory specifies for the full parameter set.
Label the sample with the product name, batch or lot code, date of manufacture, date of sampling and the sampler's name. Perishables and microbiological samples travel under cold chain, and delay between sampling and receipt is itself a source of failure — a high plate count from a sample that spent two days in a warm courier bag tells you nothing about your process.
Keep a retained sample from the same batch in your own storage. If a result is unexpected, that retained unit is the only thing that lets you distinguish a process problem from a sampling or transit problem.
What does food testing cost?
Laboratories price per parameter or per package, so cost tracks the number of parameters far more than the size of the business. Two products in the same factory can differ several-fold because one needs a pesticide residue screen and the other does not.

How long does a food test report take?
Routine microbiological and compositional work commonly returns in about a week, because several organisms need an incubation period that cannot be shortened. Instrument-heavy work such as pesticide residues or mycotoxins typically runs longer, and shelf-life studies run for the length of the study.
Plan the six-monthly test with a buffer. Booking in late September for the April–September window leaves no room for a retest if a result is borderline, and the upload deadline does not move because the laboratory was busy.
What happens if a food sample fails?

An enforcement sample that fails is analysed as an appeal sample by a referral laboratory when the result is disputed. That right is time-bound, so the decision to contest has to be taken quickly rather than after internal deliberation.
What is the difference between food testing and certification?
A test report is a statement about one sample at one point in time. A certification is a statement about a system — that your processes are designed and operated to produce conforming product consistently. They answer different questions and neither substitutes for the other.
That is why a buyer asking for ISO 22000 or an equivalent food safety management certification will not accept a stack of test reports instead, and why a certification body will not accept system documentation without supporting test data. Both sit on top of the statutory base of an FSSAI licence or registration.
