What is the GST annual return?

GSTR-9 is an annual statement filed once per GSTIN for a financial year. It reports outward and inward supplies, tax payable and paid, input tax credit availed and reversed, demands and refunds, and HSN-wise summaries — largely auto-drafted from the returns you already filed, with editable fields where your books differ.

It is a consolidation, not a fresh assessment. You cannot use GSTR-9 to claim credit you missed during the year, and you cannot use it to reduce a liability you already declared. What it does give you is a formal place to disclose additional liability you have discovered, which you pay through a voluntary payment rather than in the return itself.

Filing is per registration. A business with GSTINs in three states files three annual returns, each tested separately against the form, but with the turnover limit applied to the PAN-level aggregate turnover.

Who has to file GSTR-9 and GSTR-9C?

Applicability turns on aggregate turnover for the financial year, computed across all GSTINs on the same PAN. The limits below are the currently notified positions and have been revised more than once since GST began, so confirm the limit for the specific year you are filing rather than assuming this year’s rule applied last year.

Two subtleties are worth flagging. A registration that was cancelled mid-year still generally needs the annual return for the part of the year it was live, in addition to GSTR-10. And a GSTIN with nil activity still falls inside the mandate if the PAN-level turnover crosses the limit, because the test is not applied state by state.

What is the due date for the GST annual return?

The annual return and the reconciliation statement are both due by the end of December following the close of the financial year. That date is prescribed in the rules but has been extended by notification in several years, sometimes at short notice, so treat 31 December as the working date and verify before you rely on it.

The annual return date also matters for a reason that has nothing to do with the return. It is one of the two outer limits for claiming input tax credit for that financial year and for amending invoices reported in it. Filing the annual return early can therefore close your own window to correct something — so complete the credit reconciliation first, then file.

There is also a hard outer limit. The annual return cannot be furnished after the prescribed period from its original due date, commonly three years, after which the portal will not accept it at all.

Part V is where most reconciliation pain concentrates. Anything relating to the previous year that you reported late — an invoice amended in April, credit claimed in the following October — belongs here, and getting it in the wrong part is a common source of apparent mismatch.

What is GSTR-9C and who certifies it?

GSTR-9C reconciles the turnover and tax in your annual return with your audited annual financial statements, and explains each difference with a reason. It covers turnover reconciliation, tax paid reconciliation, and input tax credit reconciliation, together with any additional liability arising from the exercise.

The GST audit requirement under the CGST Act was withdrawn, so GSTR-9C is now self-certified by the taxpayer. A chartered accountant’s certificate is no longer statutorily required. In practice most businesses above the limit still have a professional prepare the reconciliation, because the form is signed by the taxpayer and any unexplained difference is read as an admission.

The board has clarified that late fee for a delayed annual return is a single levy on the complete filing, computed to the later of the two filing dates, and the portal auto-calculates it in a dedicated table in GSTR-9C. Filing GSTR-9 on the due date and leaving GSTR-9C for January therefore still costs you.

Can you revise a GST annual return?

No. Once filed, GSTR-9 cannot be revised, and the same applies to GSTR-9C. There is no equivalent of the revised income tax return, which is why the preview and the computation sheet deserve a careful read before submission.

If you discover an error after filing, the practical route is a voluntary payment of any additional liability with interest, together with a written explanation kept on record.
